In view of the organization of the 2024 Olympics in Paris and its legacy, the State wishes to make France a sportier nation by increasing the number of people practicing sport by 3 million by 2024. This is why he announced the launch of a program of 5 sports equipment proximity, including 500 tracks of padel, in deficient territories, to be achieved by 2024.

To qualify for a grant of the National Sports Agency, within the framework of this program, the project promoters must certify the land ownership of the equipment or of a future property (copy of signed promise of sale) or even of a title giving them a right of ownership or use over a period of 10 years from the end of the works.

ELIGIBLE PROJECT TYPES

Eligible projects concern the construction of tennis courts, beach tennis courts, padel, lit or not, semi-covered or not, as well as light coverage of existing uncovered local sports equipment (buildings are not eligible), lighting of existing unlit local sports equipment.

For projects involving runways padel, the FFT recommends, for a sustainable development of the activity:

  • Projects with at least 2 tracks
  • Manufacturers referenced in the Quality Plan Padel or qualified Qualisport
  • The presence of a club house on the site
  • A qualified teacher padel

ELIGIBLE TERRITORIES                                                 

Projects must be located in deficient territories.

In urban territory

  • In city policy districts (QPV) or their immediate surroundings (distance set by each DRAJES)

OU

In rural territory

  • In rural revitalization zones (ZRR)
  • In a municipality belonging to an intermunicipality covered by a rurality contract 2021-2026
  • In a living area comprising at least 50% of the population in ZRR

OU

In overseas territory

    • Throughout the territory, without distinction

SUBSIDY RATE

The subsidy rate is between 50% and 80% maximum of the subsidizable amount (rate that can reach 100% in overseas territories) with a subsidy ceiling per subsidy application file of €500.

The project leader must undertake not to benefit from more than 80% of public aid in relation to the total cost of the operation, except for overseas territories which can go up to 100%.

Projects located near places generating flows/places of centrality (schools, city centres, places of residence, places of professional activity, etc.) that are lit and secure, innovative and/or connected projects, projects taking into account eco-responsible approaches (LED lighting, solar panels, use of biosourced and/or recycled materials, mobilization of short sectors, etc.), and projects guaranteeing female practice will be valued by the most favorable subsidy rates.

USE AND ANIMATION AGREEMENT

An agreement for the use and animation of the sports equipment must be signed by the project leader and the user(s) of the equipment(s) (communities, clubs, schools, companies, etc.) and/or the landowner specifying the provisional slots which will be reserved for signatory users and the free access slots.

The agreement will have to guarantee slots with free and open access for the general public, under certain conditions.
